Emergent phenomena are explained (=reduced to the fundamental laws of Physics), while the laws of Physics are (mathematically) described, but not “explained”.This is the Newtonian “hypothesis non finjo”. See here more:

I will be more specific: science try to explain everything in terms of physics. But the chain of explanations cannot be infinite. It ends in Physics.

Quantum physics is as explanatory (or non explanatory) as electrodynamics or mechanics, while it is true that allows for some randomness (in the “observation” part, the so called Born rule). God uses random numbers, or at least any observer is limited in her observational precision possibilities. But apart from randomness in observation, quantum physics is similar to classical; even the equations look the same.
